First sentences from both. Emphases are mine.
Double Jeopardy: Treat <DJ> as an exact duplicate of the last Challenge
-revealed- during this shadowrun.
Security Consultant: Runner team must face top card of shadowrunning
player's own Challenge stack on this Objective.
Since the Consultant was the first card revealed on the shadowrun,
Double Jeopardy acts as a duplicate of the Consultant, and the Runners
have to face the *next* Challenge on their owner's stack as well.

"...deals 5 damage to each Runner/Challenge *present*." Present is the
keyword: If it happens in the safehouse, it's all Runners controlled by
that player (since it happens at the beginning of Legwork, no one could
have have gone visting a Location/Contact or on a shadowrun - which is a
separate phase altogether, anyway.) If it's one a Shadowrun, it's all
Runners who go on that Shadowrun, and any revealed Challenge. Note that
Deckers, indirect fires and folks using the Sniper's Roost do not take
damage from Bomb.

"When revealed, place Integrated Control Center face up on this
Objective...." Sounds like a yes.
Quick question:
The Ganger Leader can give a bonus to Gangers (or prevent them from
going on a shadowrun). Does Torgo - Ganger Leader - count?
