You were right about present the last time, Matt, but not this time! ;-)
The Rulebook clearly states on the section on "present" that only UNTURNED
runners are present in the safehouse. (Rulebook, pg 14) Thereby, you CAN'T
gaurd or biotech tapped characters when they are tapped and your gaurd
character is not.
Bar fight is a seperate situation, which Matt pointed out to me last time.
Any time runners are in combat, they are ONLY present with the other
runners in the fight, so gaurd, biotech, stimpatches, can't be used on them
by runners outside the fight.
Good questions. I think that an example of play on FASA's website would
help things out alot. I haven't heard from them for about a week. Anyone
else heard anything from 'um?
