Actually, it's a fair balance against the really-heavy-on-turning decks
(anti-Y decks being the most obvious..) but, sigh - it doesn't really
matter to the Big Tough Guy deck, the most likely candidate for having
four Riots in the deck.

Example?

I tried a game, once, where we allowed multiple False Mentors (but
didn't adjust the cost, from its playtested 4Y). It was *still* a lot
of fun, creating a lot of Bridge-like situations: Go on a Run, play
Wanted, do *anything* to gain a single point of Rep, because even if you
were at 220 Reputation (as I was at one point...) you still haven't won
until you *did* something.

Still wouldn't recommend it as a non-Unique card, though.
