Once a card is played, its effect is resolved immediately. There are no
instants or interrupts in Shadowrun like there are in Magic. The way
you've described things, Roadrash has already done the drive-by the time
you Whoops! him. (This is one of the nasty features of a Rigger deck -
any one of them could do the driveby, and you just can't Whoops! them
all.) There really isn't a way to interact further with Roadrash this
turn -- can't deploy gear on him, can't go on a Shadowrun to use the
non-skill, and so on.
The exception to the rule is Luck of the Irish, which works
retroactively. This leads into a MtG Fifth Edition wording, where the
turning is part of the card cost and not the card effect - in other
words, you don't unturn Roadrash because the card has been canceled.

If Roadrash was your opponent's only Runner with Piloting, and you
Whoops!ed that skill away, your opponent couldn't play the Drive By.
Otherwise, if he or she tried to use it, it's trashed.
