Just wishful -- sort of.
In the turn that you've played it, you'll suffer for it (assuming you
run against the Objective you played it on). So will your opponents, of
course. But - here's the juicy part - on your next turn, you can refuse
the upkeep, trash it, and then do your stuff.
This works well when a sweet Objective is turned over and everyone
starts drooling. It works especially well when you're up against an R3
deck, where you're facing Reconners galore; it's also works best when
you've put on a number of Threat Challenges, since the "cannot sleaze"
function doesn't assist, say, Maglocks or Nets.
Also works well when you've fallen just a little behind in the arms race
- maybe you're only twenty points from winning, but half your Runners
need healing, and the other half should have Gear deployed on them. To
be honest, it's rare that I find Red Alert upkeeped (upkept, I guess) at
all, but the cost is low enough that you can afford to for some time.
