I'm fairly sure that is what his special is in effect. Gear can only be
deployed on a Runner if that Runner could use it. (Actually, this is only
inferred from the rulebook, but it certainly seems to be in the 'spirit of
the game.)

It'd be rather insane otherwise...perhaps Skwaaaaaark! should have been
drawn in a big ol' red armor jacket and a floppy red hat atop his head.
Maybe some big ol' awakened flying reindeer, too... :>

but hey, i'd also buy a plush Lofwyr doll....
