The Bulldog's effect depends on whether the beneficiary is unturned, not
(apparently)
whether the user is turned or even present.

Correct, with the exception that you're not directly using that card;
you're expending a second (or third, or fourth) card to affect it.
Remember that even the tough guys are going to be feeling a few bruises
after two or three Bar Fights in a row. The counterbalance is already
present.
(MtGish question: The cost of the card is only in nuyen. Since LOTI
cancels the effects of a card, would a Runner selected for a Bar Fight
that was then cancelled remain turned?)

I wasn't aware there was a question about it. Once the Runners engage
in combat, they are present only to other Runners in that combat. Guard
is straight out of the question, then. (Incidentally, it also breaks
the "no Stingers allowed in combat" rule..)
Biotech depends on your mindset toward whether turned and unturned
Runners both in the safehouse are equally present; once you decide that,
the answer is obvious.
