Actually it's easier than that:

From the RBT:
"Cyberware cannot be swapped between Runners, and cannot be replaced
or removed once it is deployed on a Runner."

Also, I tried tracking it down, but I can't find it off hand, I recall
some time ago reading a "ruling" that since skillsofts aren't
considered cyberware Skwaaark can't use them. He can still have the
chipjack, but nothing to put in it...
