Yes, simply due to game mechanics. It's the card game side of things

I think the FAQ on the FASA site clarifies this. It can be used for
multiple targets, and being sent home from a Run for any reason
constitutes "pulling out".

How would they ever go on a run in the first place? I really think
there has to be some physical presence there for a challenge like this.
Otherwise, how would they even see the bomb and "get by" the card? My
take is that someone must actually go on a shadowrun, just like you
can't have 6 runners with indirect fire fight challenges from the
safehouse. If the runners on the shadowrun die, I think the shadowrun
should end, even if you have deckers or runners with indirect fire
supporting. And, of course, deckers can't take an objective without
being present at the objective.
