I would say it is based on the concept of your turn, which means until
the start of your next turn, regardless of how many players are in the
game. It would cover all the other players' turns with your one payment
for a turn.

I think the card would be in play, and the LOTi could be used ex-post
facto. This is just my opinion, and I haven't played with the card
much, so I'll heed others' advice over my gut feeling.
