I'd say that Runners who turn to go to Locations or on shadowruns are
not present in the safehouse until the next Refresh phase. A turned
Runner in the safehouse would probably be a Runner who has turned to use
Indirect Fire, or a Runner who has turned to use a special ability like
Stiletto's. However, it would be strange if Torgo could trash elves from
the safehouse…

Anyway, a Runner using Indirect Fire is definitely turned and in the
safehouse.
