Some challenge cards read...do X damage owner decides how to divide
it...yadda yadda yadda...AND the challenge has a threat rating.
If you have a shaman with a city spirit can the damage (lets say from a
fusion gate) be assigned to the shaman directly given it is not combat? or
is it considered combat damage?

If so...is damage from, say, a Sabotaged Controls treated the same way or
differently (directly to the runner)?
