Well, I'm not Loki, but maybe I can help.

No official answer (to my knowledge). My suggestions are that Runners
who turn to visit Locations and Contacts or to go on a shadowrun are out
of the safehouse until the next Refresh phase; all others remain present
in the safehouse.

Play on a big table, and group them together.

(Assuming both are unturned and in the safehouse, otherwise "no" to all

Riots, a definite yes. With Bar Fight and Wanted, however, the combat
takes place outside the safehouse (see rules on "present").
