Pretty much. Spells and Programs (and some other things) are only
usable once per turn. All turned cards are unturned during the Refresh
phase.

City Spirits (and Vehicles, and most Drones) can't be used on Indoor
Objectives. This doesn't mean that the Runner can't go on that
shadowrun; they wouldn't be able use the particular gear in question,
though. The Gear would stay with the Runner (presumably leaving the Van
parked in the street, or the Spirit in Astral space) and if the Runner
dies.. well, all the gear is trashed as well. C'est la vie.
Since "later in the run" would mean still being on the Objective that
prohibits Indoor (or Outdoor, or whichever) type of Gear, no, it
couldn't be summoned later. (I've always played that interceptions
don't happen "on that Objective", so any type of gear could be used.
This does make a well-placed Runners on Retainer incredibly effective,
though.)
