This was answered for the list by Jim Nelson, of FASA, a while ago.
Shadowland being a matrix location is why hermit deckers are able to
visit it as well. However, Shadowland is not resrticted to deckers
only, and may be visited by any runner should you choose to turn them
and do so.
This is more in keeping with the S/R novels and sourcebooks if your
familiar with the RPG genre as well.
