This wouldn't matter whether the combat took place in the safehouse or
outside of it. I paste a snippit from a post in which Jim N. tried to
better define "present."
In Runner-on-Runner combat. All attacking and defending Runners
on both sides are present with each other.
Note: I would add to this that no other Runners are present in
this situation. Only the combatants are present. It's implied already,
but I want it to be clear.
Once in combat, the only runners "present" with each other are those
on directly opposing sides. Unless your runner with guard was able to
finesse his way directly into the Wanted combat, he is not "present"
with the Wanted runner and thus cannot guard against damage taken in
the combat.

Again, once combat starts, the only runners present are those directly
involved in the combat. Think of it as the old cliche where they "take
it outside" if you want to. So the only runners that Adam Bomb will
damage if he blows are the two already involved in Wanted combat. It
may be enough to take out the opposing runner, but it won't damage any
of the others.
