Actually I find that thier are 2 player decks that do not work as well in
multi player games. ie The Decker Nuyen Stealing Decks, Urban Brawl/GAQ
decks work better in a two way, in a multi somebody will slip in and get the
objective. I found that my Adam Bomb deck works great in 2 player but is just
silly in multi. You are also correct to say that a mage deck or heavy gear
deck is better off in a multi compared to a two way.
