Knee-jerk reaction would be to agree and say she'd have to turn.
However, take the ammo out of the loop. Let's just say she's packing a
Beretta and a Ruger Warhawk. At the start of combat I can choose for
her to use either one, depending on whether I value increased damage
or the added point to Body more. This doesn't require turning her
(granted on a run she's already turned, but what I mean is holstering
one gun and going for the other takes no represented time).

In this light I'd say yanking the ammo from one gun and slapping it
into the other with a single runner is just a simple placement of cards.

Not yet. Haven't seem that they'd be overly useful to my style of deck.
