Even with anti-social and hermit, he's too cheap (after all, how many rigger
locations to you know about) a cost of 6 yen would be more realistic

Way too cheap. Maybe he could work if the opponent turn ability were
cheaper, but then he would be useless. As it is, he has too many skills, and
he is too powerfull, even with the disability.
