This is really a holdover from the RPG. It's been discussed on ShadowRN,
SRCARD's sister list dedicated to the RPG, and the general consensus
seemed to be that, for a variety of reasons, metahumans are a
substantially disadvantaged minority group. And, as in many situations
like this, many of them will turn to crime as a more profitable way to
support themselves. Shadowrunners tend to be the most elite of
criminals, and so it's not surprising that there is a higher metahuman
percentage of shadowrunners than overall population figures would
suggest.
