LotP makes a definited distinction between a Ganger Runner and a
Ganger Leader. Because Torgo starts as a Ganger Leader, he cannot
become one and thus LotP will not work on him.
If the qualifier were only being a Ganger, then yes it could be used
on both Ganger Runners and Ganger Leaders. But if a card specifically
refers to one or the other (Runner/Leader) then it no longer applies
globally.
