Somewhere in the back of my head I remember FASA stating that the player
who has the current turn gets to do something first. Thus, unlike MtG,
an opponent cannot hit the player with anything until that player has
done his first action. In my opinion, that includes getting to play one
piece of equipment on the runner before that runner is attacked through
wanted. Note that this happens BEFORE combat begins! This may also be
why the runner cannot be attacked until its owner's turn.
