Here's the word from the DLOH's on LotP and how it affects existing
Ganger Leaders (ala Torgo).

First, the wording the card text from Leader of the Pack (LotP):

Play on target Ganger Runner (TR) and roll D6. On X+, TR becomes a
Ganger Leader (place a +X/+X Experience token on TR). A player may not
have more than one Ganger Leader in play at a time. X= Number of
Ganger Runners TR's owner currently controls. X may vary as Runners
are trashed and deployed.

Q1: Since Torgo is already a Ganger Leader (GL) is he still a valid
target for LotP?

A1: No.

Q2: "A player may not have more than one Ganger Leader in play at a
time." So if I have Torgo on the table, does this keep me from playing
LotP on Redline as I would end up with two GL's?

A2: Yes.

Q3: How about if I have Redline out and LotP her, would this mean I
then can't deploy Torgo as that would mean two GL's are in play?

A3: Yes.

Q4: This may not matter, depending on the answer to Q2. As Torgo is a
GL, does he add to the +X/+X of another Runner I have LotP on?>>

A4: No—and you obviously understand why…
