Here is my thoughts about 'cement shoes' and 'state of confusion'.
Granted, I am not a rules' lawyer, member of the secret FASA club, nor a
member of some hair club for men. I do not even play the game, but I
digress...

Let's look at this as a ~real life~ aspect with the cards -

Jon (an Italian friend of mine - not being stereotypical) is a Mafia runner
equivalent to Mugsy at a 3 Nuyen deployment in the world of Shadowrun. He
hires Axlrose and Gumbo to take out Loki the Elven Freak, paying 5 Nuyen
(or Loki's deployment cost, if I got this down right...)

- therefore, Jon/Mugsy pays 5 Nuyen and Cement Shoes is targeted to Loki.

Well, being a nice day outside (which it is right now if anyone cares),
Axlrose and Gumbo decide a drop of the homemade wine would hit the spot
right about now. So after a few cups of the strong stuff, our errr,
~their~ intent and purpose is a bit muddied.

- Fearless Leader played a State of Confusion on the Cement Shoes card.

So stumbling along, our dynamic duo are trying to remember who it is that
is suppose to get some new shoes : Loki...? Lonni...? Jonny...? hey,
Jon/Mugsy!!! So in the drunken stupor and still 5 Nuyen in pocket, Axlrose
and Gumbo bash their way into Jon/Mugsy's office, snag him out of there,
then send him on his one way trip.

So as I see it, the Cement Shoes card is paid for, the target aquired, then
if that targeted owner wants to try and divert the card with something like
State of Confusion, that should be the way it is played.
