IMHO, I like Joe Nuth's take on the card the best. It is sort of hard to
get the both Cement Shoes and SoC in your hand at the same time and even
then, Lot's could be used to cancel the effect. The cost should be paid
for at the time the target is declared. Example:

Mugsy is turned, cement shoes is played, targeting Glitz. Immediately,
the card is paid for. State of Confusion is then played to change the
target of the Cement Shoes to Loki. Loki is still a legal target because
Loki is a runner, the only restriction is if Loki is turned or not. SoC
says, "Choose a new legal target". A new legal target for cement shoes
would be any turned runner other than the origina target. The card says
nothing about the deployment cost of the special.

Loki, what keywords are you talking about on SoC, everything I read on
the card refutes your opinion of how the card should be played?
