I don't have the actual card here at work with me, but going from the
spoiler text off Phil's page:

"Any player may deploy Gear cards at a "discount" of -2¥ (minimum cost
of 1¥). Roll D6 for each piece of discounted Gear is swapped between
Runners. On 5+, Runner holding of trading discounted Gear is arrested
(return Runner to owner's hand and trash any Gear he is holding).
Mafia Runners are arrested only on 6+."

It does appear the d6 roll is only made when gear is traded. Sisko
would be turned at that point, so you're right and the point is moot.

I was somehow under the impression the d6 roll was made when the gear
was deployed as well. At this time Sisko would be unturned, thus my
question. Doesn't matter now.

Nevermind.
