That's why FASA does playtesting! ;-)
This would be a very useful card, at almost any cost.
There are inevitably plenty of occaisons during a game when I will think to
myself ... "Gee, if I only had Card X, I could really kick some butt!"
This space stations would allow you to do exactly that, so it definately
needs to be tightly controlled, otherwise, the game can quickly devolve into
"Well, you got the DSS out first, I guess you win ..."
Which is one of the problems that has plagued M:tG.
