1. IMHO E.S. can only be used after Humanis has been deployed, since
targetting a metahuman race is using it. After that it would be used
during your own turn, so by E.S. card text, you couldn´t use it anymore.

2.You play C.o.P. after he´s declared the run. Most players will,
however, name the Objective on which they want to run in the same
sentence. If they do it that way, you can still play C.o.P after they´ve
said it, since they can´t block you by "compressing" their Phases.

3. Brad answered that one already.
