I think that it means Hachetman is nearly (if not already psychotic) and
therefore would also ignore any other effects relating to essence loss.
This train of thought comes from the RPG mentality. Hachetman is primed for
cybermancy, therefore, he is already gone.

OTOH, the wording of the cards suggests that Hachetman WOULD be affected by
Cyber-psychosis.

I guess it comes down to which idea your group of players like better. (or
another OFFICIAL ruling from Fasa.)
