Yes. You aren't adding an additional Runner to the team (Stiletto
isn't joining in) so the number of Runners does not matter. Think of
it as him calling in some favors to cause a distraction at another one
of the corp facilities.

Note that Stilletto doesn't give Stealth +1, so he would have to add
Stealth to a Runner that doesn't already have it.

FWIW Stilletto doesn't have to turn to use his special so you could
pay more nu yen and have him give Stealth to multiple runners if needed.
