I don't believe so. However, it's 4 nu yen to do it. I guess if you're
wanting to do a pricey Recon ahead oh time, you could.

I don't believe you're actually rearranging the Challenges. Just
choosing which you'll face first, second and so on. Once you've pulled
out. I'd believe the remaining Challenges would stay in the original
order you found them for the next player(s) whne they run.

BTW has there even been an official answer to how Fastjack's special
works in multi-player games. Can I jump from stack to stack?

For example, let's say Tony, Asher and I are playing a game as we have
on Saturday's. I throw out Fastjack and a couple of turns later
attempt a run on Hell House which carries a full boat of Challenges. I
pay for Fastjack's special and check out the Challenges. Can I choose
to face them in this order: Tony's #2, Asher's #1, Asher's #2, Tony's
#1?
