Excatly. If it doesn't list a requirement, there isn't one.

Since we've heard from Jim that playing LotP on an opponents Runner
would prevent him from playing Torgo (can't have more htan one Ganger
Leader in play). I would say having one Ganger HQ out would keep you
from playing the other.
It's not like you can willingly trash your LotP D-Day to make room for
Torgo. Same for your HQ's. You'd have to remove the first one via LotI
or some other method.
