This is one of the cards where (to me) the intent is clear, but the
actual game effect seems weaker than intended.

The wording on the card is "Target player *must* make a shadowrun..."
Not "attempt to make" or "think about making", but actually go on the
shadowrun. To do this, the plaeyr would need to leave at least one
Runner unturned.

Keep in mind that the card is actually played on the *opponent's* turn
-- that is, Mike plays it on his own turn to force Jim to make a
shadowrun on Jim's next turn. Since Jim gets to his Refresh phase
first, all of his Runners are fresh and ready to go (in fact, he can
even edploy some new ones from his hand to boost himself up).

A much stronger effect would be to make it a Stinger -- then you could
wait until Jim had already turned his stronger Runners (to heal, to
visit, or whatever), and then force the weenies onto the run.

Another possible clarification would be to penalize the player for not
going on a shadowrun: Lose 5 Reputation. Now *that's* incentive.

But I think the point of the card was to force a player to make a
shadowrun - but still have a number of options available. In other
words, the player would have to leave one of his Runners available to go
on the shadowrun (and who knows - maybe he could play Abducted! on that
one).

But 2Y is a fair amount to spend to have it negated so easily.

Also, Kent: Your mailer is sending messages to the list as HTML. Some
browsers can handle this, but quite a few older ones cannot. If you can
turn the feature off, you won't get GridSecced twice. :)
