Here's the purely-by-mechanics reason: A Runner has to be present with
another Runner to use the Guard ability on him. The definitions of
'present' separate the safehouse from any Runner-v-Runner combat,
including Matrix combat. (If there was a means to involve two Runners
in the same Matrix combat, though, one would be able to Guard the
other).
Others have mentioned some pretty good fictional-world reasons why not,
as well.
