Hi There. Just as a future tip, give your messages a better title
than "Question". Do you know how many messages get that title?

DLOH is not a who, but a what. DLOH is the great god of All things
Shadowrun. He rules from the depths of the Cermak crater, passing
judgement upon all players of Shadowrun. DLOH is the child of
DOH, who was created when Shadowrun second edition was published
still without an answer about grounding. Those who loyally obey
DLOH are rewarded with Nerps. Those who anger the great god DLOH by
asking questions about GAQ timing or Grounding are struck down by old
carp. Be a loyal and true follower of DLOH, and may you be blessed
with many Nerps.

P.S. To actually answer your question, DLOH stands for Dark Lord On
High, which is a Shadowrun Mailing list title for whoever at FASA is
responsible for making these kinds of decisions. As for the rulings,
TimB maintains the SRCARD Q&A, which collects them. He'll be writing
shortly, I'm sure.
