The timing on this is important. For example, with Infected Chrome,
the Runner turns to heal during the refresh phase then picks up 2
points of damage at the start of the legwork phase. A Runner with IC
will _always_ have a minimum 2 points of damage. Minimum of 4 points
if has hasn't turned to heal previous damage during the refresh phase.
