How do you guys play this card? (Crash-Gear/Matrix card)

It says "Trash ALL electrical challenges"

Do you play this only when on a Shadowrun? Then trash electrical challenges
as you encounter them? or...
Do you play this outside of a Shadowrun and then you are able to trash any
electrical challenges as you encounter them, or...
Do you play this whenever and everyone must remove revealed and unrevealed
electrical challenges...

My gut feeling is that it works just like steamroller but no die rolls are
needed. Any takes?
