Just the one Runner.

So how would Tactics: Scatter affect Drive By (3 points damage) when you
have, say, eight Runners in the safehouse? I'd be kind enough to allow
the owner of T:S to distribute the damage how he pleased.

A Bodyguard would also help deal with the damage, although technically
it's still only hitting one Runner.
