I would say Yes. I may seem absurd, but you just paid the guy to commit
suicide. I don't have the stats in front of me, but I seem to recall
the keyword "target contact" on Elven Hitman. Therefore any target is
legal, just as Sisko can turn to prevent himself (target runner) from
being arrested.
