Actually, allowing Bodyguards to do their thing from the safehouse
creates complications. For one thing, it begs the question of why they
shouldn't be allowed to add their Attack Rating too -- which creates
killer attack decks, in which Bodyguards are used offensively.
Then you have to thwart the possibility of having a team of Runners
being Guarded from the safehouse -- completely eliminating the
disadvantages deckers and mages have.
Preventing bodyguards from using their trait against actions outside
their "present" area keeps a clean set of rules. I don't see that it
weakens them overmuch; or at least, not so much that a meta-rule or
revision is neeeded.
