I guess since I posted the deck, I should respond to this.
From the rulebook, p. 30:
"Only one of each Prime Runner can be in play at the same time."
Now, I can't find it in the rulebook :-( but the keyword "Unique" means:
"Only one per deck."
I think you've gotten these confused. I can have up to 4 Dodgers in my
deck, but there can only be ONE in play at any given time. OTOH, when you
have a Unique card (like, say, NERPS) I could only have ONE in my deck, but
both me and my opponent could have one in play at the same time. The only
runner that you can only have one of in play, and only one in the deck, is
Hatchetman 2057 (the only Unique/Prime Runner).
