Um... why? One of the great things about Shadowrun is that it's NOT
Magic... everything ISN'T "who has the best tournament deck." So why do we
need a ratings system? If I want to know if I'm better than people in,
say, California, I'll go there and play them. Otherwise, I really don't
care who's "best."
