I like this card idea alot. Here is my modification of the card text (to
make it a little more playable and a lot less prone to abuse)

Location: Dikote Lab
Cost: 5 Nuyen
Description:
Turn a Runner to visit Dikote Lab.
3 [Nuyen]: Give 1 Gear/Melee Weapon held by visting Runner a Dikote
Counter. Sacrifice this Counter to make that weapon's damage
armor-piercing.
OR
6 [Nuyen]: Give 1 Gear/Armor Card held by visiting Runner a Dikote
Counter. Sacrifice this Counter to give that Armor (A+1) and to make it
Immune to Armor-piercing damage for the duration of that combat.
Each visiting Runner can only purchase 1 Dikote counter per visit.
A Gear card cannot have more than 1 Dikote Counter at any time.
