First, Keith your mailer is overriding the reply-to field. It's putting your
personal address in as the reply address rather than the lists. Can you check
into this, as a number of replies will be sent to you personally rather than
making it to the list for open discussion.

Now to your question. The max is how many Challenges a single player may have
in their Challenge stack at a given time. So in your example your opponent may
play another Challenge during his Legwork phase to bring his stack bgack up to
the max of three.
