I would disagree. Squarrrrrk comes back from a shadowrun with
only 2 body points left. Why would the bounty hunter have to
deal out 8+ points of damage just to take out the last two. Look
at it this way. My oponents Squarrrk comes home from a run with two
hitpoints. On my turn I play Riots and squarrrk takes two points
of damage killing him. To kill off a runner. You only need to do
damage equal to what damage it is left to kill it.
