I've always used the Lone Star HQ as cumulative; there is no rule in
Shadowrun that prohibits copies of the same card from not being
cumulative, except where otherwise noted. This is, in fact, a primary
factor in my LS deck, which right now has 4 HQ.

So, on that note, do different copies of LS Lock-up work as separate
locations (ie. jails for different LS precints) or all together. My guess
is that they function separate and you, the LS player, get to choose
where to send the arrested runner.
