Not necessarily true...

Actually, someone just posted a day or two ago, if you send a SASE to FASA and
ask nicely, you can get all the old promo's (Fuchi, Roxy, Flatinline, Passkey
and Nerps) with the exception of H-man 2057. I'm assuming this is while
supplies last.

Plus, there's always trading. Not long ago, I traded a Passkey to a new comer
for a couple of other rares I was looking for at the time.
