Yes. Limiting it to an unturned Rocker has pretty bad consequences
(since the Credstick Phase happens before the Refresh phase, you'd end
up with the Rocker often having been turned to visit a Location, go
shadowrunning and so on during his owner's last turn; or even wounded or
turned during the opponent's turn).
