Yes, if it were a one time effect, it would take effect immediately. It
doesn't, instead, it sticks around, until the beginning of the next turn at
the very least, but I would certainly say if it sticks around that long, and
it says "At the start of his/her turn". Anyways, I've made my points, and if
you want to play it as a one time, go ahead, I don't think this needs to
stay on the list anymore, as I don't see anyone else responding.
