Hmmm... I don't know. I would say that unless you want a deck that has a lot
of underworld cards in it, a Lone Star, Mafia, or a Yakuza deck, that you
would be better off buying only a couple pakcs of underworld, if any. You
can always trade for the cards you need through the list, and it is far more
important to have a solid base in the basic set.
